Hawnby PCC Meeting 17th January 2023.

Agenda.

  • 1.Minutes of the PCC meeting 6th September 2022 - read and signed as correct.
  • 2.Matters Arising.
  • Defibrillator – is now installed and working, Laura Wood checks daily. Still awaiting some signage. TS spoke about making people aware that 999 can still be accessed without signal. He is creating a laminated sign to put in the phone box. Training for using the defibrillator should be towards end of April/beg June.
  • Gate at Moorgate – nothing has happened. Discussion around lack of contact - Graham Ward who has now left. A. Wood to report again to NYCC.
  • Carparking.
  • Bottom of Village – lots of back and forth, a heritage statement and a flood risk assessment was required. 8m of hedge has to be removed to allow access – this initially caused a problem but is now resolved and a new species rich hedge is to be planted. NB thanked TS for his assistance. Planning is now in; notices are up and just awaiting confirmation. The total cost of planning was £234.
  • Top of Village – the issue of parking for residents and conflict between the hotel guests and other tourists to the village continues to create problems. Discussion around this and the potential that this could exacerbate during the high tourism season. TS suggested that planning from the PCC as opposed to the Estate for some residential properties at the top of the village would perhaps be looked at more sympathetically. It was decided to wait until the carpark planning had been passed at the bottom of the village before the PCC got involved. Councillors to discuss suggested options at future meetings.
  • Bilsdale Mast – TS reported that ‘they have asked to view the site and are awaiting an appointment’. He reported that building is still happening and that the quarry mast has now been taken down.
  • Dark Skies – downlighting in the village is ongoing. TS reported that the estate in conjunction with the NYMNP is in Phase 1. They are focussing attention first to properties at the top of the village, then the bottom of the village. Once this has been completed, outlaying properties would then be looked at. This initiative is to be (part?) funded by NYMNP with donations received from the potash mines and ARQIVA. This fund has been created by NYMNP to fund the Parks environment and community initiatives (in particular dark skies) which will specifically benefit villages and communities. TS confirmed that outlaying farms and properties that wish for advice about funding for outside lighting should contact Tom Howtin at NYMNP.
  • Golden Jubilee Wood – has now been planted by locals under the late Queen’s Green Canopy initiative. This covers approx. 1acre and is located adjacent to the bottom of the village. It was reported that the planting day went well but that there is still some room to plant a few more trees. If anyone would like information contact NB, AW, TS. Thanks given to NB. TS reported that signage for the wood will be put up when this is finished.
  • Hawnby Church Yard – this is not the responsibility of the PCC. Any inquires should be directed toward the church warden.
  • 3.Financial Report.
  • £1524.88 in the bank.
  • £500 paid towards defibrillator
  • £950 precept recieved
  • £228 recieved ( from NYMNP for overpayment of planning fees)
  • £200 – paid to SA for clerk duties.
  • £72 – paid to SA to recompense for Yorkshirenet LTD invoice.
  • NB reported that future costs re-electric are unknown as we are without a contract.
  • 4.Planning.
  • 11.1.23 – Application for proposed concrete works at Wethercote Farm Bilsdale
  • 14.12.22 – Application for carpark to serve Village Hall at land adjacent Hawnby – A.W sent a letter of support. TS to also send a letter of support. NB reported that the carpark is not just for village hall visitors but for all users of the village. Still awaiting approval.
  • 26.11.22 – Application for non-material amendment to planning approval to allow a change of construction methodology in terms of requirement for low level lighting floodlighting at Bilsdale Transmitting Station.
  • 28.9.22 Application for internal alterations to listed building at ground floor at Hawnby Stores and Tearooms to create a wet room. Still awaiting approval.
  • 8.9.22 – application for construction of a single storey extension to form office at Meeting House, Laskill. Must be passed as works in progress.
  • 5.A.O.B
  • NB reported that he had received notice that there is the yearly meeting of the Ryedale Plan. Councillors wishing to attend can find information at Ryedale Plan: Local Plan Strategy - Ryedale District Council
  • NB reported that the change of bridlepath route at oak House is now official.
  • NB supplied information regarding Parish.UK (which is a website which hosts parish details/data) invitation to join. All decided not to join.
  • State of Roads – Potholes at Laskill Bridge and entrance to Murton Grange mentioned, as well as the high kerbs in a variety of locations especially over silver hill. SA to report these to NYCC.
