22nd February Minutes


Hawnby Parish Council Zoom Meeting - 22nd February 2021 7pm.

Present; Mandy Sowery, Nigel Buckle, Sonia Leeming, Sara Allott

Apologies; Alan Wood

1. Minutes from July 28th 2020 - read, signed as correct.

2. Matters Arising:

a) Phone Box - NB confirmed that Eddie Farrow will start painting as soon as the weather allows.

b) Defibrillator to be placed in the phone box was discussed but due to covid, the grants from British Heart Foundation are still on hold. SL to monitor.

c) Regarding the ownership of Fangdale Beck village hall - it is believed to be owned by one trustee (unknown) and it is not known how to become a trustee. To be discussed further when TS is present to inform us about his investigations..

3. Financial Report - Currently £2,606.45

4. Planning Notices - 4 received.

28.8.2020 - Laverock Hall, conversion of agricultural building to residential annex.

11.9 2020 - Murton Grange - non material amendment to planning approval to allow a reduction in length of the holding pens by approx. 5 metres at the west end of the building.

21.11.2020 - land north of Tancred House, amendment to allow re-location of the approved wood fired bath.

8.2.2021 - Carr Cote Farm, application for the erection of extension to existing agricultural building for livestock housing and storage purposes.

Allan Wood provided information by email that repair work to flood damage at Shakenbridge is finished as far as RDC are concerned. It was discussed that the fence can be extended. NB/AW to discuss with JS, 'if the estate will action and pay for this'.

Gritting - AW conversation with Graham Ward on 9.2.2021 - all issues to be reported through RDC call line services and not personal contact numbers.

Blow grid cattle grid has a job number and will be dealt with shortly. NB confirmed that this had been cleared.

The state of the roads discussed. It was agreed that in general lots of mud on roads and potholes appearing. It was agreed that this is mainly due to the poor weather and it is hoped that when the weather improves the amount of mud on the roads will too! It was also hoped that the council would mend potholes given time.

5. Local Government is changing. The council discussed the proposals as seen in the email from Cllr Keane Duncan. It was decided that the parish councillors were happy to be guided by the authorities and to agree with the proposals suggested.

6. A.O.B.

The road to Osmotherly is to be closed from 4th -15th March from 7am -5pm, reason unknown.

Covid restrictions discussed.

7. Meeting closed at 7.25pm. Next meeting agreed 1st June, 7pm at Hawnby Tearooms if covid restrictions allow.

Due to the confusion around 2 zoom meeting invites sent out SA opened a 7.30 zoom meeting.

Present Jamie Saville and Sara Allott.

SA explained that all other parish councillors attended the 7pm zoom meeting.

SA read out the minutes from this meeting.

4. JS added that he will pass on an email to AW/EF he received regarding the best way and paints to use for longevity for the phone box.

JS added that the roads particularly round the Drove Road and Old Byland are very muddy.

5. JS had nothing to add and agreed with the decision made.
